This idiot actually believes that guns are not and cannot be used as defensive weapons. He is obviously not fit to run a police department and exemplifies everything that is wrong with California. He states "a gun is an offensive weapon used to intimidate and show power". Is that what he teaches his officers? Well, after all California officers ARE known to intimidate and abuse their power!

Here in another article California police put man who is not wanted for any crime in jail for four days. Sounds like Cali is turning into Mexico!
Oakland police arrested man on Most Wanted list, who wasn’t actually wanted for anything.

Chau Van was kept on the Oakland Police Department's
most wanted list for months, despite the fact that he wasn't actually
wanted for any crime, a lawsuit contends.
According to the Oakland Tribune,
37-year-old Van was named one of Oakland's "four most wanted
criminals." The police "refused to remove his name and photograph from
the Most Wanted list after prosecutors refused to charge him."

Van's attorney DeWitt Lacy said, "The police had the wrong guy, and
they didn't correct the error and they didn't apologize for it."

Gawker reports
that Van wasn't aware that he was wanted for any crime until a friend
told him that he had seen Van's name and picture on local news station
KTVU in February, 2012.

Justifiably alarmed, Van went into hiding out for a week. He then
turned himself into the police who kept him for three days before being
released without a charge.

Even more bizarrely, the Oakland Police Department released a statement following Van's surrender.

One of Oakland's four most wanted suspects has been taken
off the streets. Last week, Oakland's Police Chief Howard Jordan named
Van Chau as one of the City's four most wanted criminals. Today, the
Oakland Police Department reports that Van Chau is off the streets of
Oakland and is safely behind bars after turning himself in due to media
pressure.
Van is suing
for defamation, false arrest and imprisonment, violations of his civil
rights, and emotional distress. The lawsuit also contends that Van
"lives in a state of embarrassment, depression and shame."

In an interview with Courthouse News, John L. Burris, one of Van's
attorneys, said, "This is pretty outrageous. We don't know how this
mistake was made. We don't know how this happened."
